Project scope was doubled and team expanded to 50 persons, but we completed website conversions on time and within budget. Project mandate was renewed at the end of my engagement, to complete an additional 150 DFAIT websites.


Project Manager / Portfolio Manager

*   Carried out Project management and portfolio coordination for infrastructure and operations support projects for the Canada Border Services Agency (CBSA) at border crossings across Canada;
*   Guided projects through all phases, from initiation through design, implementation, and closure, working with subcontractors and agency technical support staff as well as CBSA client managers.

Projects included development, certification, infrastructure upgrade, and procurement in varying combinations. Individual projects would have specific needs and risks related to some or all of:

- schedule, timeline and project milestones;
- finding and aligning an appropriate mix of skills and resources;
- coordination of communications and equipment installations (often through sub-contractors), and
- maintenance of ongoing operations through the period of technical and business change.


Senior Project Management Specialist

*   Developed a reporting process, templates and guidelines for progress and status reporting emphasizing cost and schedule control at project and program levels;
*   Wrote requirements and implementation strategy document and co-authored Governance structure and Program Architecture documents; and
*   Defined and established PM processes to link budget and Benefits Management and outlined a long-term plan for continued operation of the program management function.

RBC Dexia Investor Services is a joint venture formed by Royal Bank of Canada Investor Services and Dexia Investor Services of Luxembourg. The CrossRoads Program incorporated project teams in Canada, Europe and Australia with a budget between $50M and $100M over a four-year project lifespan. 


Project Schedule Manager

*   Developed and implemented the Integrated Project Schedule and an updated Project Schedule Management Process for the MASIS Project.

MASIS is a Major Crown Project (budget over $100M and high risk), to deliver an integrated capability to DND and the Canadian Forces for management of Materiel (Goods and Services) spanning full materiel life cycle from concept and design through de-commissioning and disposal.


Project Manager, ITIL Change Management Specialist

*   Defined and implemented a Configuration Control Board (CCB) and ITIL/ITSM Change Management practices and supporting processes for DND enterprise-level applications for the Director General, Enterprise Application Services (DGEAS).
*   Defined and demonstrated the role of Secretariat to the Enterprise Application Configuration Control Board (EA CCB); scheduled and coordinated the first four meetings of EA CCB, chaired by the Division’s Director General;
*   Produced a handbook for change management; and
*   Contributed to definition and delivery of related Configuration Management practices.

The newly-formed DGEAS organization was mandated to provide an enterprise-level service and support for complex information systems in the enterprise IM infrastructure. 


Deputy Project Manager

From October 2001 Till June 2003

*   Provided direct support to the DND Project Manager for IEI Project and indirect support to the Director General, Information Management Project Delivery, and two other project teams (CFSSU and MASIS);
*   Tracking and reporting for Risk Management, Cost and Schedule Control, and reporting to senior DND management.

The Information Exchange Initiative (IEI Project) was funded at $23M over two years, and delivered enhanced capability and information exchange for users of two very large Enterprise Resource Planning systems. 

 


Project Control Manager

*   Defined and documented project management standards and practices, as consultant to the Director, Information Systems Project Delivery;
*   Coached and guided Project Managers as they developed Project Performance Management Plans and participated in monthly review of projects against these plans; and
*   supported Project Managers and Portfolio Managers in monthly project governance reviews with Executive Sponsors, and provided input for Project and Portfolio Dashboards.
